Web development is definitely going to play a vital role in the future. In fact, I'd say it already does with how society has developed with modern technology. Knowing HTML and CSS may become the norm in years to come, but for now it stays a profession.
For me, I know the basics of HTML and CSS and it has served a purpose outside of developing websites. There is forum software and other types of online posting that benefits from HTML. Even right now I see a tap in which I can edit the HTML for this post. This is where I believe that HTML will become a norm for users who communicate via the Web. CSS on the other hand may just stay with website developing because it alters the appearance of a website. With that, I don't know where exactly you could alter much of a "post". Sure you can change the color of the text, but there's HTML for that.
Maybe I'm saying HTML itself will play a much larger role in the future than CSS, but that doesn't mean I'm saying CSS won't improve and become an even more vital attribute to developing than it is now. I think, wait, I know there will be more design options for websites through CSS. Design changes throughout the years, and with it, CSS will have to change with the design of the times.

As far as the longevity of CSS? Well, it's true that HTML has been around longer and is kind of the 'infastructure' of the Web since it's inception, but the more involved I get in the technology of CSS, I'd say that it's got the power to change with the times and might just be sticking around. =)
